Arizona ESA receipts: what to keep and when it's due

If you spend with the ClassWallet debit card, you must upload receipts every quarter and after every 20 card purchases. Miss a deadline and, after a 15-day grace period, the card is suspended.

Reimbursement requests can be sent any time in the contract year (July 1 – June 30). The last ones are due by July 31.

What a receipt has to show

The handbook asks for a receipt from the vendor's point-of-sale system (or its numbered receipt book) showing:

• Vendor name, address and phone or email
• Receipt date and receipt number (or order, transaction or reference number)
• An itemized list of items or services
• The amount for each item and the total charged

For reimbursement, an invoice alone isn't enough; you also need proof of payment. Some purchases need extra documents, such as a curriculum plan, tutor credentials or a therapist's letter.

Allowed expense categories

These are the categories named in the handbook. Whether a specific purchase qualifies is decided by the ESA program, not by this site.

• Qualified school tuition, fees and required textbooks
• Tutoring or teaching services
• Curricula and supplemental materials
• Nonpublic online learning programs
• Standardized tests and exams, including AP and college-entry exams
• Postsecondary tuition, fees and textbooks, including dual enrollment
• Public school classes and extracurricular programs
• Uniforms bought through the school or its designated vendor
• Insurance or surety bonds tied to the ESA
• Public transportation between home and school
• Computer hardware and technology devices (not TVs, phones or game consoles)
• ESA management fees
• For students with a disability: therapies, assistive technology, aides, evaluations and vocational programs

Things the handbook says are not allowed

Examples include gift cards, food and dining, clothing that isn't a required uniform, day care, lodging, theme park tickets, Amazon Prime fees, late fees, and medical services or medications. See the official unallowable list.

Curriculum records

When you buy supplemental materials or classes from a business that isn't a qualified school, the program may ask for a curriculum plan. It covers the student's name, course of study, learning objectives, teaching method, and the materials needed. Each year, some funds must also go to reading, grammar, math, social studies and science.
