ClassWallet card declined or suspended? Here's how to fix it

For families using a ClassWallet ESA/EFA debit card · last checked September 25, 2026.

A declined purchase and a suspended card are two different problems. A decline happens at checkout for one transaction. A suspension puts the whole card on hold — almost always because receipts are overdue. Knowing which one you have tells you exactly what to fix.

Why a single purchase gets declined

Why the whole card gets suspended

Suspension is a receipts problem. Programs require an itemized receipt for every card purchase, and when a receipt deadline passes with documents missing, the card is put on hold. Arizona ESA, for example, suspends the card after a short grace period once a quarterly receipt deadline is missed. The purchase itself was fine — the paperwork wasn't finished.

How to get the card working again

  1. If it's suspended: open ClassWallet, find the transactions flagged as missing documentation, and upload the itemized receipt (plus proof of payment where required) for each. The card is typically reinstated once the documents are reviewed.
  2. If a purchase declined: confirm the merchant and item are in an allowed category, check that your remaining balance covers the full amount, and for tuition or other direct-pay items use Pay Vendor instead of the card.
  3. Still stuck? Contact ClassWallet support or your program administrator — but have your transaction dates and receipts ready, because that's the first thing they'll ask for.

What counts as an itemized receipt

To clear a suspension (and to avoid the next one), each receipt needs the vendor name, the date, each item and its price, the total, and — for reimbursements — proof that the payment cleared. A bank statement or a total-only slip isn't enough. See ClassWallet receipt requirements for the full checklist.

The real fix: never miss a receipt deadline again

Suspensions happen because receipts pile up and a deadline slips by. School Choice Tracker stores each receipt with its photo the moment you buy, tags the child and category, flags which purchases still need documentation, and shows your next deadline — so the card never gets put on hold. It stays on your phone.
